The Verdict

For a small B2B sales team that wants an AI voice agent for outbound cold calls, Retell AI is the strongest overall pick on published, itemized per-minute rates and no monthly platform fee. Bland AI is the choice when a team wants a single all-in per-minute number and can accept a $299/month Build fee once volume crosses the daily-call cap. Aircall's AI Voice Agent is the right buy for non-technical teams that already need a business phone system alongside the agent. Vapi wins on the lowest published platform fee but only pays off with engineering capacity to assemble and maintain the stack. Air.ai isn't a small-team product: its $25,000-$100,000 upfront license puts it outside the buying band for any team below roughly 30-40 seats.

Five AI outbound calling platforms, one ranking built for small B2B sales teams. The picks are the platforms most small teams shortlist when they want an AI voice agent that dials cold lists, qualifies interest, and books meetings on a rep's calendar, the work a junior SDR would otherwise do.

Every score here comes from the vendors' own current pricing pages, product docs, and billing documentation, not from hands-on call testing. We didn't place live calls. What we did do is read every published plan, itemize what's included in the per-minute rate versus what stacks on top, and rank each platform on the terms a small team actually signs. Per-minute quality and latency vary with model and voice choice on most of these platforms and are called out in the analysis but aren't the basis of the score.

The test suite · 5 measured metrics

Each platform's pricing page and billing docs were pulled in September 2026. For platforms that expose modular pricing (Retell, Vapi), a representative small-team stack was priced from the vendor's published components. For platforms that bundle the AI layer into one rate (Bland, Aircall), the advertised rate was used directly. All effective per-minute figures exclude Twilio pass-through telephony (about $0.01-$0.02/min domestic US) unless the platform bundles it. Score weighting: published per-minute cost 30%, cost transparency 25%, small-team onboarding 20%, outbound campaign features 15%, compliance surface 10%.

Published per-minute cost

Effective all-in per-minute rate for a small-team outbound configuration priced from each vendor's published rates. For Retell, the stack was voice engine ($0.07) plus a mid-tier LLM plus $0.015 US telephony via the managed Twilio integration. For Bland, the flat Start plan rate of $0.14/min plus Twilio pass-through. For Aircall, the advertised AI Voice Agent minute rate was used. For Vapi, the $0.05 platform fee plus published provider ranges. For Air.ai, the $0.11/min outbound rate. Lower normalized cost scores higher. Weighted 30%.

Cost transparency

Whether the vendor publishes every material line item a small team would pay (platform fee, per-minute rate, phone number cost, concurrency surcharge, transfer minutes, compliance add-ons) on its own pricing page or billing docs, without needing a sales call. Scored on the count of items disclosed publicly. Weighted 25%.

Small-team onboarding effort

Whether a non-technical operator can build and launch an outbound campaign without engineering help. Scored on the presence of a no-code/visual builder, prebuilt templates, and documented time to first live call, cross-checked against each vendor's own docs. Weighted 20%.

Outbound campaign features

Presence and documentation of features that a small B2B outbound team needs: CSV/CRM list upload, retry logic, voicemail detection, warm transfer to a human rep, calendar booking, and published CRM integrations (HubSpot, Salesforce, Pipedrive, GoHighLevel). Each capability was scored present-and-documented, present-but-partial, or absent, using the vendor's own docs. Weighted 15%.

Compliance surface

Whether the platform publishes SOC 2, HIPAA (with BAA availability), and GDPR positioning on its own site, and whether those are gated behind an enterprise contract or included on self-serve plans. Regulated surface is a category prerequisite because the FCC's February 2024 TCPA ruling classified AI-generated voices as artificial or prerecorded, which raises the consent bar for outbound use. Weighted 10%.

Retell AI
Retell AI
Fully itemized per-minute pricing with no monthly platform fee, and the cleanest cost math for a small team's first AI outbound campaign.
84

Retell AI sells voice-agent infrastructure on a pay-as-you-go model with no monthly platform fee, and it publishes every rate a small team would pay. The per-minute cost is composed of three metered components (voice engine, LLM, and telephony), so a small team can price the exact configuration it intends to run before spending anything. A representative small-team stack of $0.055 voice infrastructure plus $0.015 platform TTS, a mid-tier LLM at $0.045/min, and US telephony at $0.015/min via Retell's managed Twilio lands around $0.13/min all in. Every account includes 20 concurrent calls for free, with additional capacity at $8 per concurrent call per month. Phone numbers are $2/month each. SOC 2, HIPAA-ready, and GDPR positioning are on the pricing page rather than gated to Enterprise. The trade-off is that Retell is a platform, not a turnkey campaign tool: a small non-technical team will spend real time in the builder, and the LLM choice is the biggest cost lever in the whole stack.

Strengths

  • No monthly platform fee on pay-as-you-go; small teams pay only for what runs
  • Every component rate published on the pricing page, including phone numbers, concurrency, and knowledge bases
  • 20 concurrent calls included free, then $8/month per additional slot
  • SOC 2 and HIPAA positioning available without an enterprise contract

Weaknesses

  • Modular pricing means the $0.07/min headline understates real all-in cost, which typically lands $0.13-$0.31/min depending on model and voice
  • Not a turnkey campaign product; small teams without a technical lead will need setup time

Bland AI
Bland AI
One all-in per-minute number covers the LLM, transcription, and voice, with a documented tier ladder that a small team can actually forecast.
80

Bland AI publishes a flat, all-in per-minute rate that bundles the LLM, real-time speech-to-text, and premium TTS into a single number, with telephony passed through at Twilio cost. The current self-serve ladder is Start at $0.14/min with no platform fee (100 calls/day, 10 concurrent), Build at $0.12/min plus $299/month (2,000 calls/day, 50 concurrent), and Scale at $0.11/min plus $499/month (5,000 calls/day, 100 concurrent). The break-even into Build is roughly 14,950 minutes per month, so most small teams stay on Start on price and only upgrade when the daily-call cap forces it. The two costs to watch on Bland's own docs are the $0.015 minimum charge per outbound attempt using Bland's telephony and warm-transfer minutes billed at $0.03-$0.05/min when using Bland-provided numbers; both go to zero on Bring Your Own Twilio. Bland is a developer platform; real production agents assume some engineering capacity.

Source: Bland AI ↗

Strengths

  • One all-in per-minute number covers LLM, STT, and TTS - no separate model, voice, or transcription bills
  • Published four-tier ladder (Start, Build, Scale, Enterprise) with documented daily-call and concurrency caps
  • Start plan is free to activate; a small team can pilot without a platform fee
  • BYO Twilio eliminates both the outbound-attempt minimum and warm-transfer surcharge

Weaknesses

  • Start plan is $0.14/min - higher than a well-tuned Retell or Vapi stack at the same volume
  • $0.015 per-attempt minimum on Bland telephony hits campaigns with low pickup rates
  • Voice cloning and premium add-ons aren't in the base rate

3RANK
Aircall AI Voice Agent
Aircall
Bundled AI voice agent minutes on top of a real business phone system, a non-technical small team can budget against a per-seat license.
76

Aircall's AI Voice Agent is the pick for a small B2B team that already needs a phone system for its human reps and wants the AI agent to sit inside the same platform. AI Voice Agents are included on Aircall's Professional plan at $50 per license/month, which also bundles AI call summary and conversation intelligence, smart call routing and queue callback, Power Dialer (import up to 1,000 numbers and dial in sequence), outbound call campaigns with automated retries and real-time analytics, call whispering and barge, user-level analytics and live monitoring, and full API access. The trade-off is that Aircall's outbound surface is shaped for hybrid AI-plus-human workflows rather than pure autonomous dialing, and the seat license structure means cost scales with headcount rather than with minutes.

Source: Aircall ↗

Strengths

  • AI Voice Agents included on the Professional plan at $50 per license/month, a number a non-technical team can forecast to the dollar
  • Sits inside a full phone system with Power Dialer, outbound call campaigns with automated retries, and real-time analytics for human reps
  • Full API access included on the Professional plan
  • No engineering setup required to launch

Weaknesses

  • Per-seat license structure means cost scales with headcount rather than with call minutes
  • Optimized for hybrid AI + human workflows, not high-volume autonomous cold dialing

4RANK
Vapi
Vapi
Lowest published platform fee in the group at $0.05/min, but the real bill is the STT, LLM, TTS, and telephony stack you assemble on top.
71

Vapi is a developer-first voice AI orchestration layer that charges a $0.05/min platform hosting fee and passes provider costs through at cost. The self-serve usage-only tier starts at that headline rate with $5 free credits, 4 concurrent calls, and 14 days of raw data retention; Success Packages (Core at $29/month, Pro at 10% of Vapi hosting fee with a $999/mo minimum, Premier custom) layer on more concurrency, longer retention, and SLAs. In practice, a small-team stack with a mid-tier LLM, a reasonable voice, and Twilio typically lands between $0.07 and $0.25/min once every component is counted. The trade-off for a small B2B team is operational overhead: Vapi is orchestration, not a finished agent, and a small team without an engineer will spend more time assembling the stack than it saves on per-minute rate. HIPAA compliance is a $2,000/month add-on rather than a self-serve inclusion.

Source: Vapi ↗

Strengths

  • Lowest published platform hosting fee at $0.05/min; passes provider costs through at cost with no markup
  • $5 free credits and no minimum minutes to start building
  • 4 concurrent lines included on the usage-only tier, more via add-ons

Weaknesses

  • Advertised $0.05 is hosting only; real all-in stack typically runs $0.07-$0.25/min once transcriber, model, voice, and transport are added
  • Requires engineering to assemble and maintain the provider stack in production
  • HIPAA compliance is a $2,000/month add-on, not a self-serve inclusion
  • Usage-only tier retains raw data for 14 days

Air.ai
Air AI
A $25,000-$100,000 upfront license puts Air.ai outside the buying band for any small B2B team, regardless of the $0.11/min outbound rate.
46

Air.ai is included here because small B2B teams frequently shortlist it after seeing the human-like demos, but the pricing structure is wrong for the segment. The company publishes an outbound rate of $0.11/min (billed on dial plus talk time), with telephony billed separately at Twilio pass-through cost. Inbound is $0.32/min. Third-party coverage, including Air.ai's own comparison pages, documents an upfront licensing fee ranging from $25,000 to $100,000 depending on business size, which is the disqualifying line for a team below roughly 30-40 seats. Air.ai is designed to handle single calls up to 40 minutes with cross-conversation memory, which is the reason it competes with contact-center replacements rather than small-team outbound tools. Score is low because the platform is wrong for the buyer segment this ranking serves, not because the voice technology is weak.

Source: Air AI ↗

Strengths

  • $0.11/min outbound rate is competitive on paper once the license is paid
  • Designed for long-form calls up to 40 minutes
  • Aims at enterprise-grade call center replacement

Weaknesses

  • $25,000-$100,000 upfront license fee is disqualifying for small B2B teams
  • Minutes bill on dial time plus talk time, which inflates campaign cost on low-pickup lists
  • Effectively an enterprise sales cycle, not a self-serve small-team product

Analysis

The ranking above rests entirely on each vendor’s own current pricing pages and billing docs, read in September 2026. It doesn’t reflect hands-on call testing. The single largest separator at the top of the table isn’t voice realism, which varies with the LLM and TTS choice on every modular platform, but how much of a given month’s bill is knowable before the first call is placed.

What the scores measure

Published per-minute cost carries the most weight because for a small B2B team running its first AI outbound campaign, per-minute economics are the constraint that decides whether the pilot lasts a quarter. Cost transparency carries almost as much because on the modular platforms (Retell, Vapi), the headline rate is the smallest number on the invoice, and the real bill assembles from four or five separate line items. A pricing page that publishes every component is the difference between a small team that can forecast a month and one that can’t.

Where the field separates

Retell and Bland lead the table because both publish essentially every material line item a small team pays. Retell exposes each component (voice engine, LLM, telephony, phone numbers, concurrency, knowledge bases) as its own rate, which is more work to model but eliminates surprises. Bland bundles the AI layer into one number per tier, which is easier to forecast at the cost of a $299/month platform fee once volume crosses the Start plan’s daily-call cap. Aircall trails on effective per-minute cost but wins the small-non-technical-team category because AI Voice Agents are bundled into its Professional plan at a fixed per-license price inside a business phone system a team likely already needs.

Vapi’s $0.05/min platform hosting fee is the lowest headline in the group, but the same call typically lands between $0.07 and $0.25/min once STT, LLM, TTS, and telephony are stacked on top, and HIPAA compliance is a $2,000/month add-on rather than a self-serve inclusion. That’s a good trade for teams with engineering capacity, and a poor trade for a small B2B team without one.

Where Air.ai fits, and doesn’t

Air.ai’s $0.11/min outbound rate looks competitive on paper, but Air.ai’s own documentation and third-party coverage put the upfront license between $25,000 and $100,000 depending on business size. That’s a contact-center replacement price point and disqualifies the platform for the small-team segment this ranking serves. It’s included because small B2B teams routinely shortlist it after seeing the demos, and the price surface is worth naming rather than discovering during a sales call.

Compliance is the shared risk

The FCC’s February 2024 ruling classified AI-generated voices as artificial or prerecorded under TCPA, which raises the consent bar for outbound calls. None of the platforms in this ranking absorb that risk on behalf of the customer; every vendor pushes DNC scrubbing, consent capture, and AI disclosure onto the buyer. That’s a category-level truth and belongs in the pilot plan, not the platform comparison. Regardless of which vendor a small team picks, list hygiene and consent workflow decide whether an AI outbound program compounds or torches the caller-ID reputation of the numbers it dials.

Where this ranking sits alongside the rest of the outbound stack

An AI cold calling voice agent is one shape of the outbound-capacity problem, not the whole problem. For teams that want to scale their existing human reps rather than replace them, our companion ranking of AI parallel and power dialers for small B2B sales teams covers the human-dialer side of the same buying decision. Teams that would rather ship personalized async prospecting than dial should read the AI personalized video prospecting ranking, and any team using cold email alongside cold calls should first check the AI email warmup and deliverability breakdown so the domain that carries the follow-up isn’t cooking in the background.

Frequently Asked Questions

Q.What's the cheapest AI cold calling platform for a small B2B team?

On published rates, Vapi has the lowest platform hosting fee at $0.05/min, but it's an orchestration layer, and the real per-minute cost after stacking a speech-to-text provider, an LLM, a text-to-speech voice, and telephony typically lands between $0.07 and $0.25/min. Retell AI is the most transparent low-cost pick for a small team, with a representative stack at around $0.13/min all in and no monthly platform fee. Bland's Start plan is $0.14/min flat with no platform fee. Aircall's Professional plan bundles the AI Voice Agent at $50 per license/month and is the right buy only when the phone-system bundling matters more than the raw rate.

Q.Do I need to worry about TCPA if I use an AI voice agent for cold calls?

Yes. The FCC's February 2024 ruling classified AI-generated voices as artificial or prerecorded under TCPA, which raises the consent bar for outbound calls to consumers, and the ruling doesn't carve out a B2B exception for AI-generated voices. Treat prior express written consent, DNC scrubbing, immediate opt-out honoring, and AI disclosure as baseline requirements regardless of which platform you pick. This is a buyer decision, not a platform decision; every vendor in this ranking pushes compliance responsibility onto the customer.

Q.Should a small B2B team use Bland's Start plan or upgrade to Build?

Stay on Start until the daily-call cap or concurrency ceiling forces the upgrade, not the rate. The break-even where Build's $0.02/min saving pays for the $299/month platform fee is roughly 14,950 minutes per month. Below that volume, the free Start plan at $0.14/min is cheaper on a total-bill basis. The reason most small teams upgrade is capacity (Start caps at 100 calls per day and 10 concurrent), not per-minute economics.

Q.Is Air.ai worth the licensing fee for a small B2B sales team?

No, if the team is below roughly 30-40 seats. Air.ai's own documentation and third-party coverage put the upfront license between $25,000 and $100,000 depending on business size, on top of $0.11/min outbound and $0.32/min inbound rates that bill on dial plus talk time. That structure only pencils out for operations doing tens of thousands of minutes per month against contracts worth defending. A small team running a first AI outbound pilot should start with Retell, Bland, or Aircall.

Q.How does an AI cold calling voice agent differ from an AI parallel dialer?

A parallel or power dialer accelerates human reps by dialing multiple numbers at once, detecting voicemails, and dropping voicemail messages; a human still runs the conversation. An AI voice agent places the outbound call and runs the conversation itself, using an LLM and a TTS voice, then optionally warm-transfers the interested prospect to a human rep. The buying decision depends on whether you want more calls from the reps you already have or want to add autonomous dial capacity that doesn't scale with headcount. See our companion ranking of AI parallel and power dialers for the human-dialer side of the market.
